On November 4th, 2025, the Maine DOE commissioner approved the formation of the JBCA ESC. That very evening South Bristol school board voted to join and form the JBCA ESC, and voted to notify the AOS 93 board of the intent to withdraw from the AOS and on November 6th, 2025, Bristol school board also voted to join and form the JBCA ESC, and also to notify their intent to withdraw from the AOS.

The new ESC board is made up of both Bristol and South Bristol school boards. Their next steps are:

• To meet, elect board officers

• Negotiate and finalize a withdrawal plan

• Develop and finalize a budget for the JBCA

• Post openings for the executive director and superintendent

• and a host of other details

The Johns Bay Coastal Alliance will be running by July 1, 2026 and will provide the following services to member communities:

• Superintendent

• Business office services including AP, payroll, human resources, contractor management 

• Special Services Director

• Facilities Administration

• Food Service Administration

• Transportation Administration

• Secondary Education Administration

• Integration of Information Technology services and contracts
